The bill (Reg. No. 2944) aims at improving budget legislation in the part of increasing efficiency of using budget funds and establishing conditions for effective settlement of socio-economic, cultural, environmental and other issues by local territorial communities of towns and villages by providing 25 of 50 per cent from use of subsoil resources (refractory clay, kaolin primary and kaolin secondary) to general fund of local budgets that at present are allocated to the budget of the Autonomous Republic of Crimea, oblast and regional budgets.
People’s deputies believe that adoption of the bill will lead to privileges of territorial units possessing the abovementioned natural resources over those territorial units that lack such resources and will not settle national problem of ensuring funding of social development programs of populated areas.
